The OSCE Representative on Freedom of the Media, Dunja Mijatović, presented on 3 August 2012 to the Moldovan government a legal analysis of the proposed plan to switch from analogue to digital broadcasting in Moldova.
The analysis, commissioned by the Office of the Representative and prepared by Communications Law Professor, Katrin Nyman-Metcalf of Tallinn University of Technology, says the plan is a good first step to digitialization, to be completed by June 2015. Her recommendations also include steps the government could take to ensure that all households could afford access to digital broadcasts and that regional broadcasters could afford to make the conversion.
