There is no security without media freedom
All OSCE participating States have acknowledged freedom of expression as a fundamental human right and an essential element of a democratic society. The Representative supports the States by promoting safe working conditions for journalists, developing media pluralism, offering expert advice on media regulation and legislation, and recommending the decriminalization of defamation.

Outcome Report "Enhancing Protection of Journalists under Severe Political Pressure"
In an increasingly hostile environment for independent journalism, journalists under severe political pressure (JUSPP), particularly those in exile, represent the most vulnerable segment of the media landscape in the OSCE region. Having left their home countries under threat of harassment, imprisonment, or physical danger despite relocation, these journalists often continue to remain targets of transnational repression, facing digital attacks and being subject to digital surveillance, legal harassment, pressure on their family members, including those left behind in home countries, and experiencing barriers to adequate formal recognition in host countries. This outcome report integrates expert testimonies and recommendations, key findings from the RFoM’s previous research efforts, as well as thematic insights from other intergovernmental mandates and civil society organizations.
