About

To mark International Women’s Day 2024, OSCE Institutions supported by the Chairpersonship of Malta are organizing a half-day conference to examine the intersection of gender and digital surveillance. In bringing together the three dimensions of the OSCE, the event aims to explore the gendered aspects of the surveillance landscape within the broader context of comprehensive security.

The event will examine how surveillance technologies, whether deployed by State or private actors, often reinforce existing power imbalances and can perpetuate both gender-based discrimination and violence. The event will discuss ways in which the human rights framework and digital technologies can be leveraged to enhance human rights of women and girls, with a particular focus on minority women and female journalists in the OSCE region. It will explore how OSCE participating States are to implement their commitments to ensure digital surveillance does not impede meaningful participation of women and girls in democratic life – both online and offline.

By delineating the roles of various societal actors in mitigating surveillance risks and negative gender effects, the event endeavors to pinpoint pathways to empower women and cultivate safe, inclusive public spaces—crucial prerequisites for sustainable investment in women, their rights, and peace and security.
